New Jersey - Employee Unemployment Tax Wage Base Change [Effective January 1, 2025]

New Jersey announced that the Employee Unemployment Tax wage base has been increased from $41,300 in 2024 to $43,300 in 2025, effective 01/01/2025. The rate remains the same at 0.3825% (.003825). GPTCI-54881

New Jersey - Employee Workforce Development Tax Wage Base Change [Effective January 1, 2025]

New Jersey announced that the Employee Workforce Development Tax wage base has been increased from $41,300 in 2024 to $43,300 in 2025, effective 01/01/2025. The rate remains the same at 0.0425% (.000425). GPTCI-54881

California Disability Tax Rate Change [Effective January 1, 2025]

California Employment Development Department (EDD) has released the State Disability INcurance (SDI) contribution rate for 2025. The tax rate will go from 1.1% to 1.2% effective 1/1/2025. GPTCI-54460

Kentucky - State Income Tax Withholding Changes for 2025 [Effective January 1, 2025]

Kentucky announced that the standard Deduction has increased from $3160 in 2024 to $3270 in 2025. The withholding rate remains the same at 4.00%.

Iowa - State Income Tax Withholding Changes [Effective January 1, 2025]

Iowa announced changes to the withholding calculations, effective 01/01/2025. The Standard Deduction will now be based strictly on the Filing Status claimed rather than on the Exemption Amount. There is no default of $40 for an Exemption Amount so if nothing is submitted for an Iowa W04, no Exemption Amount will be used in the calculation. The Withholding Rate is now a flat rate of 3.80% rather than the tiered tables of rates used previously. The formula itself remains basically unchanged taking into account the Standard Deduction and Exemption Amount. The Supplemental Rate is decreased from 5.70% to 3.80%. All Pension withholding rates are decreased from 5.00% to 3.80%. GPTCI-54032

California - State Income Tax Withholding Changes for 2025 (Effective January 1, 2025)

California announced changes to the State Income Tax Withholding tables, effective 01/01/2025. Changes include the Low Income Exemption Table, Standard Deduction Table, Exemption Allowance Table, and Tax Rate Tables. The Estimated Deduction Table remains unchanged for 2025. GPTCI-53880

Missouri - Employer State Unemployment Wage Base Change [Effective January 1, 2025]

Missouri announced that the Employer State Unemployment Wage Base has decreased from $10,000 in 2024 to $9,500 in 2025. GPTCI-53640

Delaware - New Paid Family Leave Effective 1/1/2025

Delaware is establishing a Family and Medical Leave Insurance Fund effective 1/1/2025. For the 2025 and 2026 contribution years, Employers are to pay the total contribution rate of 0.8% of qualifying wages, with the contributions allocated among the different leave types as follows:

  • Parental Leave: For 2025 and 2026, the contribution rate will be 0.32% of qualifying wages.
  • Family Caregiving Leave: For 2025 and 2026, the contribution rate will be 0.08% of qualifying wages.
  • Medical Leave: For 2025 and 2026, the contribution rate will be 0.4% of qualifying wages.
  • Employers may share the cost up to 50% of the contributions with employees and may collect the employee portion of premiums via wage deductions. Alternatively, employers may choose to pay the employee’s contribution (or a larger share than 50%). Employers will need to set the employee rate at the legal entity. GPTCI-52585

Maine - New Paid Family Leave [Effective January 1, 2025]

Maine has announced a State Paid Family and Medical Leave program effective 1/1/2025. The maximum premium amount to be paid into the program is 1.00% of wages up to the federal OASDI taxable wage base by the Employer. Covered employers with 15 or more employees will pay at least 50% of the premium and may deduct up to 50% of the premium from employees’ wages. Employers will need to assign the employee tax rate up to 50% and adjust the employer tax rate as well. GPTCI-9054
