VEVRAA form status is always for the most recent Post Offer VEVRAA form that was sent to candidates.
For example, if a candidate receives and submits the form, the status is completed. However, if the candidate made an error and asks the recruiter if they can submit the form again, then when the recruiter resends the form the status changes back to sent.
