Prepare and Distribute IR21 Forms

For Singapore organizations, IR21 forms are used to seek tax clearance for non-citizen employees when they leave their employment or when they're planning to leave the country.

Role feature access: Year End > Singapore Year End > IRAS AIS e-Submission

The process of creating these tax forms in Dayforce is as follows:

  1. Generate the IR21 forms.
  2. Publish the forms to make them available to your employees in Earnings.
  3. Submit the IR21 forms to IRAS.

When you generate IR21 forms one month before the employee's termination date or before the employee leaves Singapore, the forms include payroll information from future pay periods. The future pay periods include uncommitted and off-cycle pay runs.

Generate the IR21 Forms

Before You Begin:  

  • It’s recommended that you commit any active pay runs that include these terminated employees before generating the forms. Committing active pay runs ensures that the latest payroll information is included in the IR21 forms.
  • For some terminated employees, you may also need to import the latest information about benefits in kind, and gains from ESOP/ESOW plans received by employees. For more information about the XML import file specifications, download the Dayforce Interface Specifications ZIP file and see the Singapore Payroll IR21 Import Specification document. A template XML file is included in this document.
  1. Go to Year End > Singapore Year End.
  2. In the IRAS AIS e-Submission tab, check the year. If you're working on a previous tax year, select that year in Year.
  3. Select one or more legal entities.
  4. To enter any tax information in the form, such as employee's income tax borne by employer, click Process Job and then Employee Tax Details. Save your changes.
  5. With the legal entity still selected in the IRAS AIS e-Submission tab, click Process Job and then IR21 Report.
  6. In the Generate IR21 section, click Select Employees.
  7. (Optional) Use the available search filters to refine the list of terminated employees in the Available Employees column.
  8. To select the employees you'd like to generate the forms for, use the right arrows to move the employees into the Selected Employees column, and click Select Employees.
  9. Click Generate Report. A message is shown when the IR21 forms are generated successfully.
  10. To preview the generated forms, complete the following steps:
    1. Refresh the IRAS AIS e-Submission tab using the Refresh button.
    2. Select the legal entity with the forms that you want to preview.
    3. Open the slide-out panel to preview the PDF forms.
    4. If you've generated forms for more than one legal entity, the forms for all these legal entities are listed. You can select a specific legal entity in the Legal Entity field at the top right of the screen to show the forms for that legal entity.

You need to publish these forms to make them available to employees.

Publish the IR21 Forms to Employees

Publishing the tax forms allows your employees to view their forms in Earnings, part of the employee self-service (ESS) feature of Dayforce.

  1. Go to Year End > Singapore Year End.
  2. In the IRAS AIS e-Submission tab, check the year. If you're working on a previous tax year, select that year in Year.
  3. Select the legal entity that your employees belong to.
  4. Click Process Job and then IR21 Report.
  5. In the Publish IR21 section, click Select Employees.
  6. (Optional) Use the available search filters to refine the list of terminated employees in the Available Employees column.
  7. To select the employees you'd like to publish the forms for, use the right arrows to move the employees into the Selected Employees column, and click Select Employees.
  8. Click Publish Report. A message is shown when the IR21 forms are published successfully.

Published IR21 forms are available to employees in the Year End Forms tab in Earnings.
