Managed rules are configured so that The Election Management Feature automatically assigns elections to qualifying employees and end-dates the elections when employees no longer qualify. The following sections describe the general process flow for configuring a managed rule:
After you create an election, Election Management validates whether the country of the earning or deduction matches the country of the employee's pay group and whether the employee's employment type matches the process for employment of the earning or deduction. If there is no match in either case, the election isn’t created.
When you create or work with an existing managed rule, the Election Management screen includes several basic fields, such as Rule Name and Description. The screen also shows the following fields:

(Optional) The retroactive date that Election Management should begin syncing an employee's managed elections, based on the employee's profile criteria. If you leave this field blank, Election Management will evaluate the time period when an employee was first eligible for elections and sync regardless of whether the employee had elections at that time or not. |
Note the following points if you define a lookback start date:
- Election Management will not modify an existing payroll election that starts and ends prior to the lookback start date.
- Election Management will not create a payroll election during the eligibility period prior to the lookback start date that does not have an associated payroll election.
- Election Management only manages the end-dating portion of an existing payroll election that starts prior to the lookback start date if that election either does not have an end date or if the end date is after the lookback start date.
- Election Management creates a payroll election for an eligibility period that overlaps the lookback start date and if there is no associated payroll election. However, Election Management applies the lookback start date as the effective start date of the election.
- Election Management fully manages an existing payroll election that starts after the lookback start date.
- Election Management creates and manages payroll elections for eligibility periods that are effective after the lookback start date.
For example, say that you create a managed rule for an employee with an active status, who was hired on January 1, 2015. This employee was later terminated on December 31, 2018, and then rehired on January 1, 2021. With no lookback start date, Election Management will add an election that was effective between January 1, 2015, and December 31, 2018, and another for the period starting on January 1, 2021, without a specified effective end date, as long as the employee does not already have an election defined for those periods.
On the other hand, say that you have a lookback start date between December 31, 2018, and January 1, 2021. In this case, Election Management will create the election rule for January 1, 2021, without a specified effective end date and will not create an election rule for the period from January 1, 2015, to December 31, 2018.
If the lookback start date is after January 1, 2021 (for example, July 1, 2022), Election Management will create an election rule that is effective as of the lookback start date of July 1, 2022, also without a specified effective end date and will not create an election rule for the period from January 1, 2015, to December 31, 2018, nor for the period from January 1, 2021, to June 30, 2022.
After you name your managed rule and set the effective dates, you can move on to the Employee Criteria section. When you add a managed rule, Election Management automatically adds the Active employment status type, and you can add other criteria, as needed. Note that you can only add a specific criteria once for a rule, but you must have at least one criteria for each rule. If you add multiple criteria, the AND logic applies between each criteria.

Note: Only earnings and deductions that are configured for managed rule access are available for selection. |

(Optional) The only option is First of the Month. If you leave this option blank, the election is created with the effective date that you selected in the Start Date field. If the employee qualifies for the rule criteria on any date other than the first of the month and you select First of the Month, the election will be effective on the first date of the next calendar month. But if the employee qualifies for the rule criteria on the first date of a month, the election will take effect on the first date of the month. For example, if you select When Criteria Matches in the Start Date column and the employee qualifies for the rule criteria on March 1, the election has a start date of March 1. However, if the employee qualifies for the rule criteria on any other day, for example, on March 2, the election start date is delayed until the first of next month, April 1. |
