Electronic Income Withholding Orders

Dayforce supports the ability to import child and spousal support orders by using the Electronic Income Withholding Order (e-IWO) process that the United States Office of Child Support Enforcement (OCSE) offers.

Description of the e-IWO Process

The E-IWO Import feature in Dayforce works with the e-IWO process, which allows employers to receive Income Withholding Orders (support orders) electronically rather than through mail or fax. It increases the speed and decreases the requirement to manually enter the information on the order into the payroll system. It also increases the ability to electronically acknowledge the acceptance or rejection of the withholding orders.

All states and US territories use EIWO except for the US Virgin Islands.

Federal Office of Child Support Services (OCSS)

The Federal Office of Child Support Services is a division of the U.S. Department of Health and Human Services. The website for the OCSS is https://www.acf.hhs.gov/css.

Part of the responsibility of the OCSS is to oversee the development, management, coordination, and operations of child support enforcement including e-IWO.

File Layout

The E-IWO Import feature supports only XML files for both the electronic income withholding order file that is received from the OCSS, as well as the Acknowledgement file that the E-IWO Import sends back to the OCSS. However, you also receive PDF files of the actual orders in addition to the corresponding XML files.

Not Included in EIWO Scope

There are some items that aren’t included in the EIWO file that need to be addressed outside of the EIWO Import.

  • Employer Fees: Employer Fees are optional fees that can be permitted by the states that are retained by the employer for the purposes of offsetting the administrative fees of processing the garnishment. The fees are controlled or limited by the employee’s work state (or Override Work State, if entered).
  • Support Agency Fees: Support Agency Fees are fees that are withheld in addition to the support order that are to be paid to the states that issued the order. Unlike Employer Fees, the Support Agency Fees are determined by the Issuing State agency. They can use a variety of terms such as Clearinghouse Fee, R&D Fee, Department Fee, Annual Support Fee, Processing Fee, Administrative Fee, or Annual Fee.
  • Disposable Income Exceptions: If there are certain earnings or deductions that are to reduce the disposable income outside of the state defined protections, they will need to be set up manually.
  • Child Medical and Dental Premium Amounts: Some states offer additional reductions in Disposable Income based on whether the non-custodial parent has covered the person covered by the support order on their medical/dental coverage. Because those amounts aren’t part of EIWO, they will need to be added manually.
