The Election Management feature is a useful tool to create and end Payroll elections when an employee meets certain criteria, including changes in jobs, locations, statuses, new hires, or terminations.
Prerequisites and Configuration
The Election Management feature requires the following configurations to be made in Dayforce:
- Role feature access
- Environment configuration
- Pay group configuration
- Earnings and deductions configuration
- Limitations
Role feature access: Payroll Setup > Payroll Setup > Election Management
Environment configuration
Important: You must configure your environment to use Election Management by selecting the client property Election Management Engine Event Bus Enabled located in System Admin > Client Properties, in the Properties tab, in the General section. Select the client property, click Save, and reload.
Pay group configuration
Pay groups must be flagged to include Election Management, which controls where and when automation applies. This is configured in Pay Setup > Pay Group, for a selected pay group, in the Properties section, by entering a date in the Include in Election Management field.
Earnings and deductions configuration
Earnings and Deductions must be set up correctly in Payroll Setup > Earnings and Deductions in the Earnings tab and the Deductions tabs, respectively.
Earnings must be configured in the following ways:
- Earnings must be configured as generated (in the General tab, in the Entry Type section, the Generated option must be selected).
- Earnings must be marked as Include in Election Management (configured in the Options tab, in the Global Settings section, by adding options in the Include in Election Management field).
- Earnings must have amount access set to either Pay Group or Pay Group or Employee Override, but can’t be set to Employee (configured in the Parameters tab, in the Amount section, in the Access drop-down list). Elections with Employee Only access parameters are not configurable using Election Management.
Deductions must be configured with Include in Election Management (configured in the Options tab, in the Global Settings section, by adding options in the Include in Election Management field).
Limitations
Election Management can only be used for elections that are Payroll sourced. Benefits sourced elections can’t be configured using election management.
When using Managed Rules, Election Management creates only those employee elections that have the right effective dates. It doesn’t populate any employee specific parameters, including limits and payees.
Election Management Overview
You can use Election Management to automatically manage payroll elections in a couple of ways:
- You can mark an election as a termination rule to configure elections that must be end-dated when an employee is terminated or set to inactive. Note that end-dating an election upon setting an employee to inactive is optional. Election Management does not include the Inactive status type automatically. Dayforce will then end-date these elections, based on the criteria that you set. Otherwise, the application does not end these elections.
- You can mark an election as a managed rule to configure elections that you want the feature to manage completely. Based on the criteria that you set, Election Management assigns these elections to employees who qualify for them and end-dates the elections when employees no longer qualify.
Note: You do not have to use both the managed and termination rule types for an election.
