A User Was Terminated, and You Need to Shut Off the User’s Access to IAM

To turn off a user's access to IAM - for example, if a user is terminated - clear the Enabled check box on the Users page for the user account.

If you need to enable the user account again later, you will need to ensure that the appropriate partner applications, roles, attributes, and data items are assigned to the user’s account. There is no way to “reinstate” the user account with the same information as when it was disabled. For more information about these activities, follow the procedures you used to add the user account initially.
