Rate and Comment on Goals, Competencies, and Development Plans

Each goal, competency, and development plan can display a rating scale and comment field. Providing both a rating and comment on each goal, competency, and development plan in the section is mandatory. To rate a goal, competency, or development plan, drag the slider to the desired rating:

When you rate a goal, competency, or development plan, the rating contributes to the average section rating. Section ratings contribute to the overall rating at the top of the review form.

It's possible to configure review forms to not use ratings. In this case, administrators can still enable ratings for individual goals, competencies, or development plans in a section. However, when you rate the item, it doesn't result in a section rating.
