HR-74365	Fixed an issue that could occur with data mapping rules that used the Tax Location State qualifier. In some cases, the application used the reference code for the employee’s org unit to qualify them for the rule if the code matched a US state code. For example, if an org unit had a reference code of NE, the mapping rule used Nevada as the employee’s tax location state, even though the employee’s actual tax location state was NY (New York).
