GPTCI-81048, HR-60442, HR-62742

Added the ability to export Special Taxation data using the HR Export. To support this functionality, the following tokens were added to the HR Export specification:

Token Purpose
sptaxation_rcr_type The Roth Contribution Required special taxation type.
sptaxation_rcr_effectivestart Effective Start Date of the Roth Contribution Required type.
sptaxation_rcr_effectiveend Effective End Date of Roth Contribution Required type.
sptaxation_rcr_enablerothtaxation Indicates whether Roth taxation is enabled.
sptaxation_rcr_applicablelegalentities Legal entities for the Roth Contribution Required type.
