GPTCI-57124

Added the ability to process statutory neonatal care payments (SNCP). As of 6 April 2025, employees can request neonatal care leave with the Request Leave of Absence form in employee self-service. The following functionality was added to process payments and recovery amounts:

Configuring Statutory Neonatal Care Payments

  • In Payroll Set-up > Earnings and Deductions, you can configure an allowance to pay statutory neonatal care payments. To support this functionality, the SNCP system-defined tax compliance rule was added and can be selected when you create a new allowance. Additionally, if you add a custom rule in the Tax Compliance Rules tab, in the United Kingdom sub-tab, Statutory Neonatal Care Pay was added as an option in the Statutory earning drop-down list.
  • In Payroll Set-up > Payroll Policies, you can assign SNCP allowances to employee payroll policies in the parental pay and occupational pay policy rules. To support this functionality:
    • In the Apply UK Parental Pay rule, added the Eligible Earning Neonatal Care drop-down list.
    • In the UK Occupational Paternity Pay Rule, added the Occupational Neonatal Care Pay Earning drop-down list.

Statutory Pay Recovery

Added the SNCP Recovery system memo allowance used to generate the recovery values for statutory neonatal care payments. In Payroll > Pay Run Management, recovery amounts are shown in the Employee Preview slide-out panel, in the Preview and GL Preview tabs.

Reporting

  • SNCP totals are reported in FPS and EPS submissions and you can preview the amounts in Payroll > Post Commit Management, in the Tax Month Management tab. In the Tax Month Preview slide-out panel, the submission totals for SNCP, SNCP Recovery, and NIC Compensation on SNCP show in the Tax Month Reconciliation tab.

In compliance with government requirements, updated the following for the 2025/2026 tax year, effective 6 April 2025:

  • Rates and thresholds for Scotland earning arrestments
  • The percentage of NIC compensation that can be recovered for the following statutory payments:
    • Statutory Maternity Pay
    • Statutory Paternity Pay
    • Statutory Adoption Pay
    • Shared Parental Pay
    • Statutory Parental Bereavement Pay
    • Statutory Neonatal Care Pay
  • Added the following fields to FPS CSV files:
    • Employee workplace postcode
    • Value of Statutory Neonatal Care pay (SNCP) year to date
    • Pension commencement excess lump sum indicator
    • Stand alone lump sum indicator
