Canadian Provincial Starter Entitlements

Activate has a set of 28 templated Canadian provincial starter entitlements to streamline and simplify the configuration of these complex requirements.

An Unpaid - Tracking Only template is included. Use this template with a generated earning election that’s assigned to the employee to be paid a set percentage of vacation in each paycheck in the Payroll wizard in Dayforce.

The remaining templates offer currency-based (tracked in dollars) and time-based (tracked in hours) templates for each province. Use an Unpaid Vacation - Overflow template for a cascade when the dollars and time-based balances get out of alignment. For example, when configuring dollar-denominated and time-based balances and drawing both down at once, if an employee receives a raise, that employee might draw down the dollars balance faster than the time balance. To use all of the time balance, an unpaid overflow balance (for cascade only) is required.

Thus, for customers who need to track both dollar-denominated and time-based balances, add three entitlement templates for each province. For example in Alberta, add the Alberta (Dollars), the Alberta (Hours), and the Unpaid Vacation - Overflow entitlement templates in the policy.

Activate automatically installs 99% of the configuration. However, some user guide steps are required to finalize the configuration per the Required user guide Steps After Installation section (below).

Important template configuration notes

The dollar-based templates accrue every pay period as a percentage of earnings in the Accrual - Eligible Prorated Earnings earning grouping. Make sure that you review and update the earning codes in this earning grouping after installation.

The hours-based templates award the balance in weeks. However, they’re tracked in hours and prorated with a daily accrual. The entitlement can award in units of weeks only when the recurrence is set to daily. If your customer prefers a different recurrence, award the balance in hours or days.

The Unpaid – Tracking Only template awards zero balance. Employees can go into a negative balance state because a minimum isn’t set per the already populated answer Yes to the new question that shows for unpaid balances (Can employees use more balance than what they’ve accrued/earned?).

Required user guide steps after installation

  1. In Dayforce, go to Pay Setup > Balances.
    1. Go to the Vacation - Currency balance and add a cascade to Vacation - Hours Unpaid.
    2. OPTIONAL: Go to Vacation - Hours Unpaid and select Access Restricted in the Options section if you don't want this unpaid overflow balance to be visible to employees.
  2. In Dayforce, go to Pay Setup > Pay Code.
  3. For the VAC Unpaid pay code, clear the Is Pay Adjustment and Is TAFW fields to prevent employees from requesting this unpaid balance in the Time Away From Work form and managers from adding it as a pay adjustment on the timesheet.
  4. In Dayforce, go to Pay Setup > Pay Policy.
  5. Add the new rules to the respective Canadian Pay Policies according to the following:
    • Rule Type: Pay Code Cascade by Balance Rule
    • Cascade from Pay Codes: VAC
    • Cascade from Balance: Vacation – Currency
    • Cascade to Pay Code: VAC Unpaid
    • Cascade to Pay Category: Unpaid
    • Cascade to Balance: Vacation - Hours Unpaid
    • Apply Pay Category Multiplier: Checked
