The <LoadMissingPositionLocationFromPrimary> tag controls whether the primary work assignment or secondary work assignment is used to populate missing data during processing.
On most system forms, this tag is not defined. In this case, or when the value is set to False, the form loads the secondary work assignment first when location or position information is missing. When the value is set to true, the form will use the primary work assignment instead.
