Configure PPACA Enrollments

Before You Begin: PPACA Enrollments apply to organizations offering health benefits only in the United States.

PPACA refers to the Patient Protection and Affordable Care Act, also known as the Affordable Care Act (ACA). PPACA Enrollments provide employees that gain or are eligible to continue ACA coverage during the administrative period, the ability to enroll in benefits after the enrollment is in PPACA > Administration.

PPACA enrollments aren't published to employees with the PPACA Full Time checkbox selected for their position in Org Setup > Jobs and Job Assignments.

To configure PPACA Enrollment or Mobile and Web - PPACA enrollment types:

  1. Go to Benefits Setup > Enrollments.
  2. In the Load dialog box, open the enrollment that you want to work with. The Properties tab shows by default.
  3. In the Enrollment Title field, enter a name for the enrollment.
  4. In the Reference Code field, enter a code to identify the enrollment in imports and exports. This value must be unique.
  5. (Optional) In the Description field, enter descriptive information for the enrollment.
  6. In the Workflow drop-down list, select a workflow with which to associate the enrollment. The default value is the first option in the drop-down list.
  7. In the Available From field and, optionally, the Available To field, enter or select a date. The default value for the Available From field is today’s date.
  8. Select the Suppress Annual Amount checkbox, and Dayforce doesn't show any annual costs in the employees' guided enrollment process. To have Dayforce show these costs, clear the checkbox.
  9. Select the Do not consider this enrollment when creating COBRA Events checkbox if employees dropping coverage for themselves or their covered dependents shouldn't be considered COBRA events.
  10. Use the Relative/Fixed switch to select whether the enrollment communication dates are relative or fixed.
  11. Take one of the following steps depending on which option you selected in the previous step:
    • If you selected Fixed, enter or select a date in the Communication Start Date and Communication End Date fields.
    • If you selected Relative, make the following selections for both the Communication Start Date and Communication End Date fields:
      • In the first drop-down list, select one of the following options:
        • Admin Period Begin
        • Admin Period End
      • In the second drop-down list, select one of the following options:
        • Next 1st of month
        • Next 15th of month
        • Next pay period
        • Immediately
        • Last Day of Month
        • Next Monday
        • Next Tuesday
        • Next Wednesday
        • Next Thursday
        • Next Friday
      • (Optional) In the Offset field, enter a value to represent a number of days. You can enter a positive or negative number.
      • In the example below, if the Admin Period Begin date is June 11, then the communication start date is June 11 and the communication end date is August 14:
      • Relative communication dates configured for a PPACA enrollment.
  12. Select the Enable Employee Tobacco/Smoker Status Information checkbox if the enrollment includes benefit plans that use employee qualifiers based on the employee’s tobacco status. This checkbox shows for the Mobile and Web - PPACA enrollment type.
  13. Select the Enable Dependent Verification checkbox to enable dependent verification in the enrollment. When this checkbox is selected, employees can upload supporting documents to verify dependents covered in the benefits plan of the enrollment. When you select this checkbox, the following options show to select one of the following options:
    • Select Based on Event Date and, in the Document Submittal Period (days) field, enter the number of days starting from the event date for employees to submit the dependent verification documents.
    • Select Based on Communication End Date and, in the Document Submittal Period (offset) field, enter the number of days starting from the communication end date for employees to submit the dependent verification documents. You must enter a value greater than or equal to zero in this field.
  14. If you want to include decision support information for medical plans in the enrollment, select the Enable Decision Support checkbox. Dayforce shows this field for enrollments with a country selection of United States of America or Any Country. You must include medical plans (health plans with the word "medical" in the subtype name) in the enrollment if you want to enable decision support. See Benefits Decision Support.
  15. (Optional) Select the Notify users to complete enrollment checkbox to show the properties and text fields to configure an enrollment reminder notification for employees. Do one of the following:
    • Select One-time Reminder and enter a value in the Days before communication end date field to set the reminder date. For example, if you enter 2, Dayforce sends a single reminder 2 days before the communication end date. If you enter 0, the reminder is sent on the communication end date.
    • Select Daily Reminder and enter a value in the Days starting before communication end date field. Dayforce sends a reminder every day starting the number of days that you've entered before the communication end date.
  16. Important: You must also schedule the Benefits Enrollment Reminder background job for notifications to be sent. See Benefits Enrollment Reminder.
  17. Click Save.

When you click Publish Enrollment in PPACA > Administration, employees receive a notification that it's available.

Employees can find notifications of available enrollments, and reminders to complete them, in Message Center. Employees also receive a message by email if they have a valid email address, for which notifications are enabled, entered in Dayforce. See Enable Email Notifications.

In addition to setting up enrollment reminders in the enrollment, you can remind employees of PPACA Enrollments by clicking Send Reminder in PPACA > Administration.
